I'm big on social bookmarking for recall, sharing, and discovery (I have tagged 1500+ articles/sites in not much more than a year), but I think the Pew question is a bit vague -- I think some people who just use personal bookmark folders to organize links they find on the internet may have answered the question "yes".

You raise a very good point. There are many views on what tagging is. It could be a simple bookmark as you suggest, it could be tagging a post, it could be using a oscial book marking tool. I also wonder how many peopkle start a tag list and abandon it, just like abandoned blogs. I am sure that number is quite high. But there is clearly a desire to keep track of stuff on the web.
